The project is on the main road which connects the city Oran both to the capital and to the airport. The property of the mosque has a low elevation level, so the level of the structure is raised up in order to be seen at close range. The ground clearance of the building is extended to 30 meters with the purpose of emphasizing it as a strong block in line with the main design determinations. The height of the minaret is designed as around 50 meters.
To be built on a field of 12.000 m², Tosyali Algeria Mosque is designed in compliance with the local identity, climatic characteristics and geographical position of the region. Contrary to the attached mosque types of the region, which owns no constant feature, it is based on a design determination which is influenced by Algerian, Tunusian, Moroccan and Ottoman architecture and it is protective of the historical fabric of the region. The primary structure of the building is reinforced concrete and the facade is strengthened with natural stones.
In the project, in which the blocks and architectural elements are designed as the joint of each other, the architectural planning is established on four floors: basement floor with parking garages, lavatories and an open praying space, entrance floor with an extensive praying space, gathering floor at service for women and terrace floor. The design decisions emphasized on the main building is followed in the design of the dome, minaret and inner court. The fountain becomes the heart of the yard regarding the fact that yards are time-honored places in Algeria where people prefers for sheltering, protection and gathering. Tosyali Algeria Mosque has a capacity to give service to 8.160 people in total: 3.860 people on the basement floor, entrance floor and women’s gathering-place and 4.300 people in the yard.
